Gair Consulting Ltd was commissioned by InterGen-ENKA
to carry out a review of air quality and emissions monitoring data relating
to the operation of the Adapazarı-Gebze Power Plants located at Taşkısığı,
Province of Sakarya, Turkey. The power plants are located in a rural
environment in close proximity to Taşkısığı village and are conspicuous
by the three 135 m high dry cooling towers. Commissioning of the power
plants was completed in October 2002 and the principal objective of
the project was to determine the impact of the power plants on local
air quality. The project involved an assessment of the following:
- An audit of the Automatic Continuous Monitoring Station (ACMS) for
air quality located within Taşkısığı village.
- A review of ambient air quality monitoring data before and after
commissioning of the power plants to evaluate their impact on local
air quality.
- A review of data from the Continuous Emissions Monitoring System
(CEMS) and comparison with NOx and CO emission limits applicable to
the power plants.
- Setting up a network of diffusion tube monitoring locations for
nitrogen dioxide and sulphur dioxide around the local area.
The assessment considered the Adapazarı-Gebze Power Plants in the context
of ambient air quality standards/guidelines and emission limits provided
by the Turkish Air Quality Protection Regulations, OPIC (World Bank
Group), US ExIm and European Union.
